What's the name of that horror/thriller movie with a mean-looking hillbilly with an axe on the cover?

Not a mop, but an axe. I know about Joe Dirt and The Toxic Avenger, and those are NOT the movies I am talking about. It's an obscure movie that was released either in the 80s or 90s. It's hard for me to remember if he really did look like a hillbilly, but I know he had an axe and I think he wore overalls.
