Is it odd for an autopsy report to say a bullet is medium caliber but not measure the bullet?

absolutely odd! They have the means of identifing the bullet and have for decades. Demand the answer if you are looking for it. Also demand the Police or D.A.'s office find that answer for you. This is their obligation to identify the caliper of gun and so forth.
