Is a private physican performing a private autopsy a "covered entity" concerning hipaa violations?

It seems like a bit of a stretch to call an autopsy "health care" The word diagnostic does come up in the legal description but I am not sure if this applies to autopsy. Are phone voice mail messages considered "electronic transmission"?
