Overheating 1999 Mercury Sable?

My car was overheating, and when I stopped there was steam coming out the reservoir. I thought it might be a hose busted, but they are all good.. When I went to fill the water back up, it was draining steadily from the bottom of the car.. I was told that it was the freeze plug.. Or could it be the water pump?
