Is it hard to get nto the University of Chicago for a 17 year old from Kazakhstan?

Im 16 now, going to graduate in 4 weeks. Got 7.5 in IELTS. A 3.9 GPA. Will it be hard to get in with a scholarship? Do I need to take the SAT 1 or SAT 2? I wish to study economics.
