I'm renting in southern CA got flooded by next door neighbor's kitchen pipes can I have the carpet replaced?

I have a 13 month boy we were flooded by neighbor's (accident). We have a thick shag carpet and only part of the pad undernth was removed, water was coming from 4 different fronts. The adjusters told me b/c the glue undernth was still strong that the carpet would not be replaced. The entire apt was soaked they had 8 heavy duty fans/humidors for 4 days on for 24 hrs w/ all the doors and windows shut. Will mold and mildew be a problem how can i get them to inspect it?
