My 2 year old Jack Russell has so many problems. I can't housebreak her and her aggression level has risen.

I've tried everything in the world to help housebreak my dog. But the problem is when she goes outside, she doesn't urinate completely. She does a little at a time and then when she's in the house, she finishes her business. She can't hold it in is what I'm saying. Also, her agression level has elevated immensley. She goes insane around lawn mowers and our neighbors and their dogs. I know it's a socialization problem, but she has even started to bite us.
